Board approves $6.29 million in bills and multiple contracts and hires; administrator reports grant closeouts

The Shiawassee County Board of Commissioners on Sept. 17, 2025 approved a slate of routine financial and administrative measures, including authorization for invoice edit reports, payroll batches and transfers totaling $6,285,608.73.
Commissioner Cindy Garber moved and Commissioner Bill Johnson seconded the bills and payroll approval; the motion carried on a 6–0 roll call. The minutes list multiple invoice edit report dates and two payroll batches (Aug. 15 and Aug. 29, 2025) and record authorization for warrants to be drawn from the treasury.
The board also confirmed nominees to the Shiawassee County Board of Canvassers for the Nov. 1, 2025–Oct. 31, 2029 term: Janet Horvath (Democrat) and Lenore McMaster (Republican). The appointments were recorded in the minutes without recorded debate.
Several personnel actions were approved, including filling a Maintenance I position, refilling a part‑time youth center position in Family Court (not to exceed 30 hours/week), refilling a Friend of the Court support caseworker and a District Court deputy clerk, and authorizing replacement of an assistant prosecutor. All these personnel actions were recorded as carried by the board.
Contract renewals approved in the minutes include Combined Public Communications for inmate phone and visitation services; a contract with LACASA not to exceed $54,040 to be paid from the Child Care Fund; a hearing and vision screening contract with the Shiawassee Regional Educational Service District not to exceed $16,219; and renewal with Convenient Urgent Care for sexually transmitted infection services. Each was authorized for the board chair to execute and recorded as carried on roll call votes.
Vice‑Chairman Gary Holzhausen reported on drain issues. County Administrator Dr. Boggs told the board that MSHDA grants are complete, the 2026 budget process will begin, and there is a matter involving JD Root Recycling. Dr. Boggs also presented to Community Health & Wellness Director Ryan Painter during the meeting; the minutes record the presentations but do not include presentation materials in the record.
