Board reviews strong SPLOST receipts and approves multiple SPLOST-funded school construction contracts

At the March 19 work session the board received a financial update showing nearly $18 million in SPLOST receipts for January (about $2.5 million above projection) and approved a series of SPLOST-funded contracts and reimbursements for school renovations and projects across the district.
The Cobb County Board of Education on March 19 received its monthly financial summary and approved several SPLOST 6-funded construction contracts and a state reimbursement closeout.
Chief Financial Officer David Baker told the board that, for the month of January 2026, the district received just under $18,000,000 in SPLOST receipts — roughly $2.5 million more than projected for the month. "We received just under $18,000,000 for that month," Baker said, noting that January is typically the largest SPLOST receipts month because it follows holiday sales.
Following the financial update, the board approved a package of consent items covering property disposal and multiple construction contracts. Among the approved actions:
- A permanent underground utility easement with Georgia Power for power to a new marquee at Belmont Hills Elementary (no cost to the district).
- A certificate of resolution to close out the Pope High School freezer/cooler replacement project and receive a final state reimbursement of $2,807.20 from the Georgia Department of Education.
- Award of the Big Shaney Elementary renovation contract to Swinerton Building Builders (Atlanta) for $7,582,814 (doors, windows, HVAC, piping, restrooms, paving and canopy work) with a July 2027 substantial completion target.
- Dow Elementary renovations to Misha Construction Inc. for $1,659,600 (July 2026 target).
- Ford Elementary flooring replacement to DCO Incorporated (DCO Commercial Floors) for $429,212 (July 2026 target).
- Hillgrove High classroom flooring replacement to DCO Commercial Floors for $353,347 (classroom-scoped project).
- Lindley Middle flooring replacement to DCO Commercial Floors for $692,127 (majority of the building).
- McEachern High tennis court full removal and replacement (six courts and fencing) to Nick Fowler Constructors for $859,999.
- Simpson Middle School renovations to Mid Atlantic Construction LLC for $960,522.
Board members asked clarifying questions during presentations, including whether marquee brightness can be adjusted for neighboring houses (Mark Smith confirmed programmable dimming) and whether classroom-scoped versus whole-school scopes explained differences in contract amounts. Several items were presented on the consent agenda and approved with no recorded roll-call vote.
The superintendent said staff will continue to monitor inflationary pressures (for example, fuel costs) as they prepare the FY2027 budget, and will provide quarter and monthly reports as required.
The board approved the listed consent items and then recessed to an executive session.
