Kewanee council approves routine bills, abatements and administrative measures; freezes liquor licenses pending ordinance revisions

The Kewanee City Council on Dec. 11 approved a package of routine ordinances, resolutions and contracts that included bond abatements, the 2023 tax levy, operational contracts, and administrative updates.
Key approvals included: abatements for General Obligation Bonds (Series 2012, Series 2013 and Series 2023A) under Bills 23-71, 23-72 and 23-73; adoption of the 2023 annual tax levy for 2024 under Bill 23-74; a resolution approving Lakeshore Recycling Systems to haul transfer-station waste (Bill 23-76); an update to Transfer Station rates (Bill 23-77); authorization for the City Manager to sign a fuel supply agreement for 2024 (Bill 23-78); awarding MSI the rooftop air-handling installation for City Hall (Bill 23-79); adoption of the Illinois Paid Leave For All Workers Act ordinance as it applies to city employees (Bill 23-82); and approval of the 2024 council meeting calendar (Bill 23-83). The council also approved Bill 23-80 imposing a temporary stay on issuing liquor licenses while staff revise the municipal code provisions.
All of these measures passed on unanimous or uncontested votes at the Dec. 11 meeting. Several items were presented with minimal discussion; City Manager Gary Bradley noted the Transfer Station fee update followed approval of new hauling rates, and Public Works Operations Manager Kevin Newton explained roles for vendor responsibilities on the RTU installation.
