HEB ISD updates construction pace and site logistics for Trinity, Bell and other bond projects

Summary
District staff reported steady progress on major bond projects including Trinity arena, Hurst Junior High close-out and Bell site staging, highlighted timelines for student occupancy (target fall 2028) and described traffic, crane and staging measures to reduce disruption.
HURST-EULESS-BEDFORD ISD staff gave the board a detailed update on ongoing bond-funded construction, saying several large campuses are entering close-out or heavy-installation phases while site logistics continue to constrain schedules.
Josh, the district’s facilities presenter, said Hurst Junior High is essentially complete with finishing touches pending and that the Dave Williams Activity Center (DWAC) remodel will host programs and move-ins this summer. He walked board members through photos and site logistics, noting temporary green cladding will be replaced with the planned bronze finish and that bollards and circulation adjustments will be installed to prevent vehicle intrusions at building fronts.
At Trinity, staff showed progress on the three-story education wing, storm shelter, gymnastics area and arena construction. Josh said crews have placed concrete floors and roof decking on multiple stories, are installing brick and precast planks, and are sequencing crane lifts to enable the arena slab and adjoining wings. He described inclusive sightlines and upper-deck accommodations intended to improve accessibility and participation.
On Bell Manor/Bell High, the district has erected construction fencing, completed drilling for test piers and is staging demolition of the old building to make room for new parking, landscaping and a performing-arts face that will be phased once site demolition clears. Josh said the district coordinated with the City of Hurst to delay a Brown Trail reconstruction to reduce truck conflicts during heavy site work and proposed a raised center crosswalk and flashing beacons to improve pedestrian safety at the circle drive.
Maintenance and operations briefed the board on installation practice and sequencing: generators and RTUs are staged for phased installs, storm-shelter enclosures and emergency egress were prioritized, and construction traffic will use dedicated runways to separate buses and contractor deliveries. The district expects to seat students in fall 2028 for initial occupancy, with full site completion (parking, landscaping, demolition) following about 12 months later.
The board heard multiple finish- and furniture-related decisions remain: auditorium acoustic work, seating color choices, cafeteria AV standardization and trophy-case locations will be finalized during upcoming shop drawings and submittal reviews. Staff did not present a formal vote; they will return with procurement recommendations and contract awards as firms and bids are finalized.
