Geneva County commissioners receive updates on arena construction, bridges, paving and other county business

During its March 9 meeting, the Geneva County Commission heard several staff reports and project updates covering the county's multi-purpose arena, road and bridge work, and administrative matters.
County Engineer Justin Barfield reported progress on multiple bridge projects and road work: the Caldwell Road bridge is complete with one approach finished and the contractor preparing the other; keyways on the Line Road bridge have been poured and dirt work is scheduled; moving a fiber-optic line at White Oak Road remains a dependency before work can proceed there. The county's Rebuild paving contractor is scheduled to begin work on County Road 64 the week following the meeting. Barfield also listed recent installations of driveway pipes and cross drains and ongoing brush cutting on several county roads; materials have been ordered to replace the Round About Road bridge with 84-inch drainpipes.
On the multi-purpose arena, commissioners said the contractor is pouring sidewalks and will provide quantities and estimates for seeding or sodding, which were not in the original plans. Commissioners noted the soil mixture inside the arena should be a 70/30 ratio; substantial completion is projected for the first week of April.
County Administrator Cindy Williams provided the latest ACCA legislative report, reminded commissioners about upcoming County Advocacy Days (March 17, March 31 and April 14), and said the county received $447,656.92 related to the Spec building closure and land purchase and used $354,372.10 of that to pay off a loan to Wiregrass Electric. Williams also said DCS would be at the Road & Bridge department March 10–12 to install GPS trackers.
EMA Director Brian Smith said the firm preparing the county's Hazard Mitigation Plan has commissioners' contact information and will be in touch; he also noted that House Bill 381 (the Camp Safety Act) passed the state House following a Texas flood-related tragedy and the governor is expected to sign it — Smith said he already discussed possible compliance issues with the county's two camps because some cabins may lie in flood zones.
Other items: a public hearing to change Industrial Park boundaries is scheduled for March 23, 2026 and was published in the Geneva County Journal; ACCA scholarship information was noted; the four-way stop in Black was installed. Commissioner Weston Spivey made a motion to adjourn; the commission voted 4-0 to adjourn.
Next steps: staff will provide contractor estimates on landscaping for the arena, proceed with scheduled bridge and paving work as dependencies are resolved, and follow up on legislative matters and hazard mitigation planning.
