Richmond presents clean audit, reviews Circle Oak replat and occupancy inspection concerns

City staff presented the Annual Comprehensive Financial Report for the year ending Sept. 30, 2025 and reported that independent auditors issued an unmodified opinion, indicating the city's financial statements were presented fairly under applicable accounting standards; commissioners praised the efficient audit process and organized financial reporting.
Staff also presented a replat for Circle Oak Section 4, a 26.269-acre tract described by multiple surveys (Jane H. Long, Robert Handy and William Lusk). Commissioners requested that future replat materials include clearer visual comparisons showing property layouts before and after proposed changes and noted minor corrections in the documentation.
On occupancy and occupation permits, staff explained the item arose from concerns about inspection requirements and how the city applies them to existing businesses, particularly older establishments that may not have original certificates of occupancy. Commissioners expressed concern that requiring updated documentation could be unduly burdensome for long-established businesses; staff said the process is under review to clarify requirements and the authority for inspections.
Other workshop items included an update on traffic patterns on FM 359—staff will continue to monitor congestion, especially near school dismissal times—and a brief introduction of Resolution No. 40-2026 to appoint an HGAC board member, with Mayor Rebecca K. Haas indicating willingness to continue as the city's representative and a commissioner serving as alternate. The workshop adjourned at 10:39 a.m.
