City staff presented proposed text amendments to the Unified Development Code intended to allow additional housing types often described as "missing middle"—including duplexes, fourplexes and courtyard-style housing—to align the code with the Comprehensive Master Plan and the Central Richmond Revitalization Plan.
Commissioners expressed concern about potential increases in density, long-term impacts on infrastructure, and compatibility with surrounding neighborhoods, particularly within the Old Town area. Staff said the amendments were presented for discussion and that further analysis will be completed prior to advancing any formal ordinance or zoning change.
Separately, commissioners reviewed current apartment and multifamily development standards, including building heights, maximum residential units per acre and setback requirements, and emphasized the need to balance additional housing supply with neighborhood character and maintenance expectations. No ordinance or vote was taken at the workshop; staff will return with additional analysis and refined proposals if warranted.
