Commissioners ask for 2024 comparisons after Richmond Police 2025 report notes some property crime reductions

City staff presented the Richmond Police Department’s 2025 Annual Report at the Feb. 16 workshop and noted trends in crime statistics. Commissioners asked that future reports include a comparison column showing 2024 data to aid year-to-year analysis and requested additional clarification about patterns in warnings, citations and searches.

Staff told commissioners that reductions in some property crimes could be related to changes in retail practices—citing Walmart as an example—and to changes in enforcement practices, and said additional statistical context would be provided during the formal presentation. Staff also explained that inventory searches generally occur when vehicles must be documented prior to being towed following an arrest.

The workshop included review of the city’s full racial profiling report, which staff said follows state-mandated reporting requirements. Commissioners asked staff for further data breakdowns and clarifications to better understand differences in enforcement outcomes among demographic groups. No formal action was recorded on the report in the workshop minutes; staff indicated more detailed explanations would be provided at the formal presentation.
