Geneva County Commission keeps existing driveway-pipe policy after debate on costs

The Geneva County Commission debated whether the county should continue installing driveway pipes at county expense or shift the cost to property owners.
County Engineer Justin Barfield summarized options he compiled after consulting surrounding counties. He said some counties install pipes for agricultural uses with conditions, others charge property owners; Coffee County, for example, charges $60 per foot for installation. Barfield told commissioners the expense comes from the 111 Gasoline Fund and is not eligible for reimbursement from the 117 RRR Fund.
Commissioner Weston Spivey argued Geneva County cannot afford to continue installing driveway pipes for free and that other counties’ changes reduced their Road & Bridge work orders. Commissioner Todd Brannon moved to leave the policy as is and Commissioner Bart Wilks seconded. The minutes state "Vote was 2-0" and also note, "Chairman Seay voted to leave the policy as is," then record the motion as passed; the minutes contain inconsistent vote notation.
The commission did not direct a change to funding sources; the policy will remain in place pending any future, clarified motion.
