Roseland council adopts 2026 municipal budget, schedules hearings for multiple ordinances

The Roseland Governing Body adopted its 2026 municipal budget on April 21 after routine public-hearing procedures and roll-call votes.

"The 2026 municipal budget has been adopted," Mayor Espango announced after the council voted by roll call in favor of Resolution 153-2026 approving the budget. Earlier in the meeting the council adopted resolutions authorizing self-examination of the budget and approving the reading of the budget by title only.

The council also introduced several ordinances and set public hearings for May 19, 2026: Ordinance 16-2026 (amending Chapter 7, traffic/stop intersections), Ordinance 17-2026 (administration/organizational amendments), Ordinance 18-2026 (amending land-development rules to establish an escrow fee for C-variance impervious coverage for 1- and 2-family dwellings; this ordinance was referred to the planning board for consistency with the master plan) and Ordinance 20-2026 (a bond ordinance reappropriating proceeds and authorizing $130,000 in bonds or notes to acquire water tanks for the borough). The clerk read titles into the record and motions to introduce the ordinances were approved by voice vote.

The council also held the public hearing and adopted Ordinance 13-2026, an appropriation authorizing $8,000 from the capital improvement fund to supplement a prior bond ordinance for building improvements; the ordinance passed on a roll-call vote (all recorded members voting yes). The meeting record shows the bill list (Resolution 154-2026) for $56,016.56 was approved, and multiple consent resolutions (155–163-2026) were adopted.

Clerk Watkins read titles and roll-call votes into the record for ordinances and budget actions. No amendments were made on the floor during the meeting; public comment during the budget hearing included no speakers and the council proceeded to adoption.
