Edgerton council approves zoning changes, budget moves and a 5–1 garage access agreement

Mayor Christopher Lund called the City of Edgerton Common Council to order on Feb. 2, 2026. The council approved routine minutes and the agenda, adopted multiple budget-related resolutions and zoning ordinances, and voted 5–1 to approve a written access agreement allowing tenants at 14 Albion St to use the city parking lot for garage access.
The council approved bills and payroll totaling $449,856.11 after a motion from Council member Tim Shaw and a second from Shawn Prebil. The council also approved an Urban Forestry Service quote for double grinding brush not to exceed $12,000 and a development agreement with Foursight Development for the Mabel Woods Subdivision; both measures passed on unanimous roll call votes.
The body adopted three finance resolutions (Res. 06-26, Res. 07-26 and Res. 05-26) authorizing a 2025 property tax equivalent charged to the water utility, approving budget transfers and amendments for the year ending Dec. 31, 2025, and approving the assigned fund balance for that year. Each resolution passed on a 6–0 roll call vote; Council member Tim Shaw was the mover on those items.
On land-use matters, the council approved Ordinance 26-02 on second reading to amend the official zoning map for property on County Hwy F south of Fassett Cemetery (motion by Jim Burdick; second by Lisa Venske) and adopted Ordinance 26-03 amending rules on multiple principal structures and the definition of group developments (motion by Candy Davis; second by Lisa Venske). Both ordinances passed 6–0 on roll call votes.
The council also adopted Resolution 03-26, approving the final plat for the Foursight Development (Mabel Woods), and Resolution 04-26, supporting a Community Development Investment Grant application for the Pomeroy and Pelton (also named T.W. Dickinson & Sons Tobacco Warehouse). Both were approved unanimously.
During public appearances, Paul McGraw introduced himself to the council and said he is running for the 43rd Assembly District; he made no formal request of the council at that time.
The meeting’s most contested vote concerned an access agreement for 14 Albion St. Staff recommended a written agreement in lieu of an easement that would permit the property’s tenants to access a garage through the city parking lot; the agreement would not transfer to subsequent owners. Council member Jim Burdick raised concerns about snow removal and objected to approving the agreement on the grounds that the property owner could construct a private driveway. A motion by Candy Davis, seconded by Shawn Prebil, to approve the written access agreement passed on a 5–1 roll call vote with Burdick registered as the lone dissent.
The meeting concluded after the council voted to adjourn. The minutes of the meeting were later adopted on Feb. 16, 2026.
