Richmond commission approves multiple plats, bylaws changes, a temporary-structure ordinance and a construction management contract

At its Jan. 20 meeting the Richmond City Commission approved a slate of consent items and staff recommendations, many by unanimous vote.
Key approvals included: Resolution No. 35-2026 appointing members to the Richmond Historic Commission; Resolution No. 36-2026 amending the Development Corporation of Richmond bylaws to allow board members to live in the extraterritorial jurisdiction; a replat for Vincent Estates at Sims Road (0.6972 acres) with associated setback variances; a final plat for Auto Zone Pecan Grove (0.7072 acres); a preliminary plat for Circle Oak Section 2 (34.354 acres); Ordinance No. 2026-03 regulating occupying of temporary structures; and authorization for the City Manager to execute an Engineering Services Contract for Construction Management with Cobb Fendley for phase 1 street rehabilitation in the amount of $195,868.
Commissioners also approved the Fire Department report and the city’s Monthly Financial Report and Quarterly Investment Report. During consent discussion commissioners asked detailed questions about EMS call volumes and equipment deployment and asked staff to analyze options to reduce unnecessary wear on major apparatus while maintaining service levels.
In open session following executive session the commission authorized the City Manager to negotiate with outside counsel for eminent domain purposes and to gather documentation to proceed with a hotel project; both open-session motions passed unanimously. The meeting adjourned at 7:57 p.m.
