City staff says FM 359 congestion near school remains problematic; state coordination needed

City staff told commissioners that the Traffic Impact Analysis (TIA) included recommendations that were not fully followed and that current traffic volumes may exceed the study’s projections. Staff said options under review include signal timing adjustments and changes to lane configuration, but emphasized that significant changes would require coordination with the State because FM 359 is a state-maintained roadway. "Congestion remains problematic and is being evaluated," staff said.
The update did not include a timeline or cost estimate for any improvements. Commissioners did not vote on a specific course of action during the Jan. 20 session; staff said they are continuing evaluation and will report back with recommendations that account for the TIA findings and state coordination needs.
The commission also flagged school-period congestion as a priority concern, asking staff to explore short-term measures to improve drop-off and pick-up flow while long-term solutions are developed with state partners.
