Stilwell council clears consent agenda, approves payroll adjustments and other municipal items

The Stilwell City Council approved routine financial and administrative business at its Dec. 2 meeting, including a consent agenda and several standalone motions.
The consent agenda — approved on a motion by Councilmember Debbie Johnson and seconded by Councilmember Jim Spray — included approval of minutes for the Nov. 4 and Nov. 19 meetings; blanket purchase orders totaling $69,740; a budget increase to the Police Department account #10-09-660400 for $13,980.78 representing the monthly School Resource Officer reimbursement; claims payments (Fund 10: $234,045.42; Fund 20: $2,187.50; Fund 30: $585.25); and November payroll in the sum of $320,959.73. The minutes record that Councilmember Lane Kindle abstained from the consent-agenda vote while other members voted "Yes."
Separately, the council approved placement of up to four additional streetlights on Holbird Avenue (motion by Jim Spray) and approved a change to the Personnel Policy Handbook allowing department heads to sell back up to 40 hours of vacation no more than twice per calendar year. The council also approved a one-time pay-date change, moving the Thursday Dec. 26, 2024 payroll to Tuesday Dec. 24, 2024, because of the Christmas holiday.
Two items recorded on the agenda received no action at the meeting: a request to paint bridge railings on Highway 100 West (Locust Street) and discussion of contract details with DOC Services, Inc. for Senior Center meals. The council also entered an executive session to discuss legal claims and returned with no action taken on those claims.
