Stilwell awards South Second Street drainage contract, pledges $6.5 million match for CDBG application

The Stilwell City Council on Aug. 5 approved an application for the 2024 Community Development Block Grant—Economic Development and Industrial Finance (CDBG‑EDIF) program and voted to commit up to $6,500,000 in matching funds pledged by CJ Schwan Food Company to support the application.
During a public hearing and subsequent votes, council members adopted Resolution 08‑05‑2024‑A to submit the CDBG application and approved a Citizens Participation Plan required by the program. Council members said the pledge from CJ Schwan significantly increases the city's competitiveness for the grant.
The council also voted to award the competitive bid for the CDBG‑CR‑22 Stilwell South Second Street & Drainage project to Cook's Consulting, LLC for an amount not to exceed $1,398,424.27. The award is contingent on concurrence by the Oklahoma Department of Commerce and issuance of a Notice to Proceed.
Council later approved increasing the leverage funds on that CDBG‑CR‑2022 project from $609,000 to a total of $1,098,424.27 to align local match amounts with the awarded bid and project needs.
Shelldon Miggletto presented the CDBG materials during the hearing and answered council questions about scope and procurement. Council votes on the application, the match commitment, and the bid award were recorded as unanimous among the members present.
Next steps: the city will await formal concurrence and Notice to Proceed from the Oklahoma Department of Commerce before construction can begin and will manage the local matching funds as specified in grant documents.
