The Mount Clemens City Commission approved resolutions to adopt final project planning documents (PPDs) and to designate authorized representatives to submit applications to the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF). The two PPDs recommend water-main replacements, lead-service-line replacement, separation of combined sewers, new storm-sewer installation, and replacement of a sanitary pump station.
"This agenda item requests approval of a resolution adopting the final project planning document for water system improvements and authorizing submission for drinking water state revolving fund loan," staff said, noting the DWSRF PPD was prepared by Anderson, Eckstein and Westrick Inc. and that a public hearing on the DWSRF item on April 20 produced no attendees or comments. For the CWSRF item, staff said a public hearing was held and that comments have been addressed.
Commissioners asked about the scale and timing of the requests. Staff referenced loan request figures during the discussion: the CWSRF package discussed included a roughly $55 million ask for wastewater/stormwater separation and related infrastructure; drinking water figures were discussed separately as smaller but significant investments. For critical backup power at wastewater facilities, the commission separately authorized a Michigan Strategic Fund Community Development Block Grant - Disaster Recovery application seeking $2,250,000 with a $250,000 local match to fund emergency generators at select pump stations and the wastewater treatment plant.
The measures passed on roll call. Staff said approval will allow the city to proceed with loan applications and seek low-interest financing to advance the projects.
What happens next: Staff will submit the DWSRF and CWSRF applications, pursue the CDBG-DR grant, and, if awarded, proceed to design and procurement consistent with PPD recommendations.
