Bonham council approves truck-route limits, ambulance permit fees, consolidated fees, late-hours alcohol rules, board reappointments and a motor-grader purchase

In a unanimous session the Bonham City Council adopted ordinances restricting truck traffic on N. The Bonham City Council on Oct. 13 approved a package of ordinances, board reappointments and an equipment purchase, taking several administrative and operational actions in a meeting that recorded unanimous or near-unanimous votes.
Chief Hawkes explained a truck-route ordinance intended to limit commercial vehicle traffic on N. Center Street (State Highway 78) between E. Sam Rayburn Drive (State Highway 56) and U.S. Highway 82. The minutes note council discussion of signage, outreach and whether trucks could make certain turns; the approved ordinance includes fueling-station exceptions and passed on a motion by Clark Smith, seconded by Ernie Quintana (recorded vote 6 - 0).
On ambulance services, Chief Hughes said the city’s franchise agreement currently limits non-emergency operation by other ambulance providers without permission from the fire chief or city manager; the ordinance establishes a permitting process with an application fee of $100 per permit so qualified third-party providers may operate non-emergency services in the city. Council Member Ernie Quintana moved to approve the fee ordinance, Kevin Hayes seconded it, and the minutes record the motion carried 6 - 0. "The application fee is $100 per permit," the minutes record as a staff statement.
Sarah Osburn, the director of administrative services, told the council the new payment system allows online and in-person credit-card payments for utility bills, permits, hotel occupancy taxes and facility rentals; the city moved to adopt Appendix B, a consolidated fee schedule that includes credit-card processing fees, on a motion by Allen Sanderson, seconded by Clark Smith (6 - 0).
City Manager Sean Pate told the council the new owner at Legacy Ridge requested an ordinance allowing late-hours alcoholic beverage sales from midnight until 2 a.m.; the council approved an amendment adding Article 08 to Chapter 4 to regulate alcohol sales consistent with the Texas Alcoholic Beverage Code (minutes record the motion carried, recorded as 7 - 0).
The council reappointed four Planning and Zoning Commission members (Mike Bankston, Justina Silwood, Curtis Smith and David Kinkade) and reappointed three members to the Board of Adjustments (Joe Dale, Allen Sanderson and Jerry Hopson) with Sanderson recorded as abstaining on that vote. The council also adopted a resolution nominating Jason Walker to the Fannin Central Appraisal District Board of Directors (motion by Kevin Hayes, seconded by Ernie Quintana; 6 - 0).
Sarah Osburn reported that the Street Department’s motor grader was rendered nonrepairable in August and recommended replacement through a Sourcewell cooperative purchase (Contract #011723-JDC). The council approved purchasing a John Deere 620P under the cooperative contract (motion: John Burnett; second: Allen Sanderson), with staff noting financing will be recommended as tax-supported debt in a forthcoming equipment package.
With no further business, the council adjourned at 7:01 p.m.
