Bonham council adopts $12.79 million operating budget and sets tax rate at $0.55 per $100

Bonham — The Bonham City Council voted unanimously Sept. 8 to adopt the citys fiscal year 2025–26 operating budget and to set the property tax rate at $0.55 per $100 of taxable value. Mayor H. L. Compton presided over the meeting at Bonham City Hall.
City Manager Sean Pate read the caption of the budget ordinance after a brief public hearing. Sarah Osburn, the citys Director of Administrative Services, told the council the numbers reflect the budget presented at the August workshop and that the most recent sales tax receipts had not yet been released. The adopted ordinance lists $12,786,520 in General Fund expenditures, $9,141,832 in the Water/Sewer Fund, $3,807,158 in the EMS Fund and $310,272 in the Airport Fund. Allen Sanderson moved to approve the ordinance and Ernie Quintana seconded; the motion carried, 7-0.
In the companion tax-rate item, City Manager Sean Pate said the adopted $0.5500 rate is allocated $0.401600 for general purposes and $0.148400 for principal and interest on bonded indebtedness; the agenda notes the adopted rate is effectively a 7.96% increase. Kevin Hayes moved to adopt the tax ordinance and Sanderson seconded; the motion carried, 7-0.
Council also adopted a resolution to make fiscal-year-end budget amendments intended to align adopted appropriations with actual results. John Burnett moved to approve the amendments; Ernie Quintana seconded and the resolution passed unanimously.
Related routine approvals at the same meeting included the councils vote to accept a FY 26 Routine Airport Maintenance Program (RAMP) agreement with the Texas Department of Transportation that provides $100,000 of eligible expenses under a 90/10 split for items such as AWOS maintenance, lighting, signage and taxiway work; Kevin Hayes moved the approval and John Burnett seconded, 7-0. The council also adopted personnel-policy revisions that add Presidents Day to the city holiday schedule, provide an additional personal holiday effective Oct. 1 each year, and remove sick time from the list of leave types excluded when calculating overtime; the personnel changes were adopted 7-0 on a motion by Allen Sanderson and a second by Clark Smith.
The council did not take further public comment on the budget or tax items before voting. The ordinances and resolutions take effect as provided in their captions or as otherwise specified by city code.
