The Bonham City Council on Dec. 1 authorized a development agreement with Bonham Stars LP and separately approved an ordinance rezoning a 16.5-acre parcel at the end of S Village Drive to a Planned Development (base Single-Family Residential). Ross Altobelli, Director of Development Services, described the conceptual layout and phasing plan, which calls for a minimum of 39 detached single-family homes and 63 attached single-family dwellings.
City Manager Pate read the ordinance caption and Councilmember Allen Sanderson moved to approve the rezoning; John Burnett seconded. The motion passed 5–1 with Councilmember Clark Smith recorded as opposed and Councilmember Kevin Hayes recorded as abstaining. Separately, Council approved a development agreement to establish construction timelines and design regulations related to the proposal; approval of the agreement does not obligate Council to grant the rezoning, staff emphasized.
The approval includes a property reference (Property ID 121127) and a site description (terminus of S Village Dr, approximately 190 feet south of W Russell Ave). The minutes do not record detailed amendments to the conceptual plan; they record staff responses to questions about lot/home sizes and traffic analyses. Planning & Zoning recommended approval of the rezoning at its prior meeting.
Ending: The development agreement and the rezoning ordinance are recorded as adopted; the minutes note the vote split and that one councilmember abstained. Any subsequent permits or final plats will be subject to the development agreement timelines and the city's subdivision review processes.
