Bonham approves annexation and rezoning for 150-acre Dazzling Residential Development; Smith votes no on rezoning

Mayor John Burnett and the Bonham City Council approved steps on March 9 to bring a 150-acre suburban development into the city, voting to adopt a service plan, annex 150.1 acres and rezone the property to a Planned Development-Residential district for what staff described as the "Dazzling Residential Development." Ross Altobelli, director of development services, told the council the annexation and zoning package would subject the properties to city property taxes and the required zoning process and recommended approval.
The council adopted a resolution accepting a service plan agreement for municipal services for approximately 150.0 acres in the extraterritorial jurisdiction north of Silo Road (motion by Ernie Quintana; seconded by Clark Smith). The annexation ordinance for 150.1 acres (Property ID 78868 and a portion of 78867) was then approved 5-0 after a public hearing in which no members of the public opposed the action. City Manager Pate read the ordinance caption before the vote.
During a separate public hearing on rezoning, Altobelli said the city mailed notices to owners within the 200-foot buffer and reported no responses. He summarized the proposal as a four-phase subdivision with roughly 624 single-family lots in 40-, 50- and 60-foot widths and noted the developer would retain common areas rather than convey them for city maintenance. Residents asked about a proposed trail system. H Compton spoke in favor of the rezoning, and a representative for the developer described their prior projects in the metroplex.
The council approved the rezoning to Planned Development with a single-family residential base (PD-R) on a 4-1 vote; Council Member Clark Smith cast the sole opposing vote. The associated concept plan for the Dazzling Residential Development was approved on a 4-0 vote with Smith recorded as abstaining.
What happens next: Annexation and zoning approvals allow the developer to proceed with required engineering, platting and permitting steps. Two related items — an additional annexation and zoning request for Property ID 132527 — were tabled at the developer's request until the council's April 13 meeting.
