Summary
Council suspended rules and adopted a package of ordinances and resolutions including a supplemental appropriation covering clerk salaries, police and fire items; a transfer for a transit camera project (ODOT grant); a rezoning for a Wayne Healthcare parking project; participation in ODOT salt contracting; a WSRLA loan application for lead line replacement; and several procurement resolutions.
Greenville City Council approved a series of ordinances and resolutions Monday, suspending rules to allow second and third readings by title and adopting multiple items intended to fund operations, support infrastructure projects, and authorize procurement.
Key council actions included adoption of a supplemental appropriation ordinance to provide additional appropriations for 2026 that covered clerk of council salaries, police crime‑prevention donations, fire department requests (including CO2 and smoke alarms), wastewater solids‑handling postings, and equipment purchases (police cruiser, fire turnout gear, a mini excavator and a skid loader). Council also adopted a transfer ordinance to move funds for a camera project at the transit facility; the camera project is a reimbursable grant from the Ohio Department of Transportation (ODOT).
Other approved items included resolutions to authorize joint bidding with Greenville City Schools for fuel purchasing; to solicit bids for lime/sludge removal at the water treatment plant; to participate in ODOT’s annual road salt contracts; and to enter into a full service street lighting agreement with Miami Valley Lighting LLC for lighting maintenance (with staff noting roughly 80% of the city lighting is now LED or will be replaced as fixtures burn out). Council rezoned several Harrison Avenue parcels and a Schweitzer Street property to a special‑use designation for the Wayne Healthcare parking project. Council also authorized the Safety Service Director to apply for a Water Supply Revolving Loan Account (WSRLA) to plan, design or construct water facilities including replacement of lead lines.
Council approved a contract authorization with Choice 1 Engineering for 2026 maintenance‑paving professional services and adopted an ordinance establishing the clerk of council’s annual salary effective April 1, 2026 (with an emergency clause). The finance committee’s recommended community funds disbursements were also adopted (notable items: Main Street Greenville $25,000; Darke County Visitors Bureau $15,000; Darke County Economic Development $15,000; annual fireworks $10,000).
