Florence council adopts GASB fund-balance policy, moves court technology funds to cover subscriptions

At its March 10 meeting, the Florence City Council adopted Resolution 2026-07, implementing a Governmental Accounting Standards Board (GASB) policy on fund balances pursuant to GASB Statement No. 54 to commit funds for certain projects or purposes.
The council also authorized using the Court Technology Fund and the Consolidated Municipal Court Security and Technology Fund to assist with paying for an Accurint subscription with LexisNexis. Following that authorization, council approved closing the Court Technology Fund bank account after the required transfers are made to the general fund to cover an Incode renewal and the LexisNexis subscription; motions were unanimous.
Mary Condon moved to adopt the GASB resolution; Mary Jane Swope seconded the motion. Mary Jane Swope moved the fund transfer authorization for Accurint and LexisNexis; Debra Bivens seconded. The minutes record no opposition to these financial actions.
