Council adopts noise-camera pilot, approves zoning text amendment and several consent items

Noise-camera pilot: The council enacted a vehicle noise-abatement monitoring pilot (Bill 14-24) after a joint Transportation & Environment and Public Safety committee recommended enactment with an amendment clarifying the public-record status of recorded images. Sponsors said the pilot, enabled by state legislation, will deploy three noise-monitoring cameras countywide to address excessive vehicle noise from modified mufflers and related dangerous driving behavior. The final vote on the ordinance was unanimous by roll call.
Zoning amendment: The council, sitting as the district council, approved Zoning Text Amendment 24-04 (Takoma Park dormitory and community service retail overlay). Council staff corrected an earlier committee amendment after planning staff identified mapping issues; the body then adopted the PHP committee's recommendation (as corrected) in a unanimous roll-call vote.
Budget and consent items: The council held and closed a public hearing on supplemental appropriation 25-10, a $466,602 VOCA award to the State's Attorney's Office, and approved the appropriation by unanimous voice vote. The body removed a late executive appointment from the consent calendar (9–2) and approved consent items A–G unanimously before adjourning.
What this means: The noise-camera pilot creates a new enforcement tool for public-safety and quality-of-life complaints; the zoning amendment implements parts of a minor master plan; the VOCA award funds victim services in the State's Attorney's Office.
