Florence council awards $238,823 street contract, advances rezoning and sets budget hearing

The Florence City Council on Sept. 9, 2025 voted to award a $238,823.50 construction contract for the TDA Street Project (CDV23-0102) and to take several other formal steps on city business.
Mayor Ben Daniel called the meeting to order at 6:03 p.m. Mary Condon, Mayor Pro Tem, moved to award the construction services contract to Adams Materials and Excavation LLC for $238,823.50 and authorized Mayor Ben Daniel to execute the agreement; Mary Jane Swope seconded the motion and the council recorded no opposition. Council also voted to commit Florence’s $100,000 contribution for the West Main Street project (Patterson to CR 226) from the dedicated road fund and directed staff to use the same contractor Williamson County will use or to solicit a separate request for proposals; that motion was made by Mary Condon and seconded by Forrest Hyde and carried with no opposition.
On zoning, the council approved the first reading of Ordinance 2025-20 to rezone WCAD parcel R367749 (102 Adams Ave.) from Single-Family Residential (SF‑1) to Mixed Use (MU). The motion was made by Mary Condon and seconded by Debra Bivens; Forrest Hyde is recorded as abstaining and the minutes state the motion carried.
The council approved the second reading of Ordinance 2025-18, addressing traffic and speed on BS 195 within the city limits, including penalties and procedures for complaints. Mary Condon moved the ordinance on second reading, Mary Jane Swope seconded, and the motion carried unanimously.
Council also directed staff to post the proposed FY2025–26 budget on the city website and to publish a notice for a public hearing on the budget. The body approved multiple routine consent items, including minutes and expenditures.
Other administrative actions approved in open session included a motion to direct library donations to the Friends of the Library and a motion to switch the city’s website hosting and design to CivicPlus, replacing Team Updraft and IONOS. The council set called meetings for Sept. 24 and Sept. 30, 2025 to finalize the budget and scheduled the next regular meeting for Oct. 14, 2025.
