At its Nov. 12 meeting, the Livingston City Council approved final payment and acceptance of a South Washington water-line project, adopted a TxDOT agreement permitting license-plate recognition cameras, awarded grant-administration and engineering contracts for GLO CDBG-DR recovery projects, and approved an amended firefighting agreement.
Mayor Judy B. Cochran called the Livingston City Council to order at 5:00 P.M. on Nov. 12, 2025, and the council opened with a prayer led by Alderman Andy Evans.
The council recognized Stacy Edwards, the City of Livingston human-resources coordinator, for completing the Texas Municipal Human Resources Association Certification Program, and received thanks from Chief Corky Cochran of the Livingston Volunteer Fire Department after council members donated their meeting-attendance payments to the department.
City staff presented the minutes of the Oct. 14, 2025 meeting, and Alderman Andy Evans moved and Alderman Alan Cook seconded approval; the council voted unanimously to adopt the minutes.
The council approved Pay Request No. 5 & Final from 5-T Utilities for the South Washington Water Line Improvement Project in the amount of $51,642.80 payable from local funds. Dalton Brown, engineer with The Brannon Corporation, told the council this payment constitutes the contractor's final invoice. The council subsequently adopted Resolution No. 642 accepting the project and establishing the warranty period.
The council approved the proposed calendar of holiday observances for 2026 as presented. The council also approved a recommendation from the Lower Trinity Groundwater Conservation District and appointed Alderman Alan Cook to represent incorporated Polk County municipalities on that district's board for the term Jan. 1, 2026–Dec. 31, 2026.
City staff presented a proposed multiple-use agreement with the Texas Department of Transportation to allow automated license-plate recognition cameras in TxDOT right-of-way. Livingston Police Department Chief David Mitchell and Lt. Jack Mueller briefed the council on the department's use of the FLOCK camera system, discussing camera locations, the potential addition of outbound cameras, a FLOCK drone program, and possible grant funding sources. The council adopted Resolution No. 643 authorizing the city manager to enter into the TxDOT agreement.
The Rating Review Committee reported scores for proposals to administer and engineer projects under the 2024 Texas General Land Office (GLO) Community Development Block Grant — Disaster Recovery Local Communities Program (CDBG-DR LCP). After discussion, the council awarded the grant-administration contract to Langford Community Management Services and awarded the engineering contract to The Brannon Corporation; both awards were approved unanimously.
The council approved an amended annual firefighting agreement with Polk County in the amount of $63,887.39 and approved submitted accounts over $2,500. City staff also reported upcoming community events (a scholarship BBQ fundraiser on Nov. 21, the Walmart Lighting Ceremony on Nov. 25, and Livingston Hometown Christmas on Dec. 13), noted the State Comptroller's November sales-tax report covering September would be available Nov. 14, and provided updates on commercial and residential development and permitting.
Mayor Cochran called the council into executive session at 5:53 P.M. under Texas Government Code Sec. 551.071 for consultation with the city attorney; Chief Mitchell and Lt. Mueller were present by request. The council reconvened in open session at 6:21 P.M.; no action was announced. Alderman Alan Cook moved and Alderman Marty Drake seconded to adjourn; the meeting ended at 6:21 P.M.
