Clyde City Council certifies election, annexes 8 acres and approves tax anticipation note

At a Nov. 13 special meeting the Clyde City Council certified the Nov. 4 election, administered oaths to newly elected officials, approved a tax anticipation note ordinance, adopted an 8-acre annexation and related municipal service agreement, and directed staff to begin contract talks with the Callahan County Water Supply Corporation.
The Clyde City Council on Nov. 13 certified the results of its Nov. 4 general election, swore in newly elected members and approved several financial and land-use actions at a special meeting at Clyde City Hall.
Mayor Paul McGuire called the meeting to order at 6 p.m. and led an invocation and the pledges before the council heard brief public comments. Resident Aaron Young asked the council to provide clearer agenda presentations and said he had not seen recent Planning and Zoning meetings. Mayor McGuire also presented Police Officer Joshua Shipp with an award, saying the ER doctor had stated "without the fast thinking of Officer Shipp the individual would have died" after Officer Shipp administered Narcan to an overdose victim in July.
On a motion by Councilmember Aimee Jolly and second by Councilmember David Mann, the council adopted a resolution canvassing and adopting the Nov. 4 election results. The certified totals recorded in the minutes show Stephen Steele as mayor (216), Paul McGuire (181) and full-term council winners Bo Davidson (330) and Michael Shellhammer (263). City Secretary Connie Thornton then administered oaths of office to the newly elected officials.
The council approved a series of actions by separate motions: it appointed David Mann as mayor pro tem; adopted an ordinance authorizing the issuance of the "City of Clyde, Texas Tax Anticipation Note, Taxable Series 2025," and approved a municipal service agreement with Clyde TH, LLC followed by an ordinance annexing the same 8-acre parcel (NW 1/4 Section 75, Abstract No. 87) into the city. City Administrator Rodger Brown and Jake Lawrence of Government Capital described the TAN as a short-term financing tool with quarterly interest and an aim to pay down the debt over three to five years; staff noted the city—s interest rate dropped by about one percentage point after earlier payments.
The council also adopted a resolution contracting with the Clyde Journal as the city's paper of record and passed a resolution casting the city's votes for Greg Welch to the Callahan County Appraisal District board of directors.
During the meeting the council entered executive session under Texas Government Code to consult with the city attorney and discuss personnel issues. After returning to open session at 8:40 p.m., the council directed staff to set a meeting with the Callahan County Water Supply Corporation to begin contract negotiations.
On financial matters, Councilmember Bo Davidson noted water revenue appeared to exceed $1 million; City Secretary Connie Thornton explained that a billing error produced the inflated figure and that the error has been corrected. The meeting adjourned at 8:51 p.m.
