Mayor Stephen Steele and council adopted an ordinance on Jan. 13 that annexes territory described along Interstate Highway 20 and FM Highway 603 in Callahan County into Clyde City.
City Administrator Rodger Brown told the council staff had reached out to the Texas Department of Transportation and reported no objection to the city annexing the specified right‑of‑way. Councilmember Michael Shellhammer disclosed a conflict and said he would abstain because he is employed by TXDOT. David Mann moved and Aimee Jolly seconded the ordinance; the motion passed with a recorded tally of 4–0 and one abstention by Shellhammer.
