Clyde adopts $1.00 tax rate and FY2025–26 budget; OKs fee increases, replat and appointments

The Clyde City Council voted Sept. 9 to adopt a $1.0000-per-$100 property tax rate and approve the city’s fiscal year 2025–26 budget.
Mayor Paul McGuire presided over the meeting. Council adopted an ordinance adopting the FY2025–26 budget after multiple budget sessions; the ordinance and related motions passed on recorded unanimous votes. Council also ratified the property tax increase reflected in the adopted budget and adopted a tax levy ordinance that sets the tax rate at $1.000000, of which $0.592952 will fund debt service and $0.407048 will fund maintenance and operations — a change the council described as effectively a 2.12% increase in the tax rate.
City Administrator Rodger Brown said the budget followed several meetings to set appropriations. During a public hearing on the proposed tax rate resident Chris Wingert said the city faces infrastructure problems and warned that under the proposed rate Clyde would move from the fourth-highest to the second-highest property tax level in the area.
“I would like to know how much expenses versus revenue for the current year,” Wingert said during the budget hearing, and later told the council, “we have failing water lines, potholes, and poor road conditions,” urging the city to enforce code on abandoned and overgrown properties to improve appearance.
Council also approved an ordinance amending the fee schedule to increase utility rates and Clyde Lake RV-park camping fees; the council approved the change unanimously. Council approved a final replat of Lots 130 and 140 (a final replat of Lots 13, 14 and 15, Charles Reeves Addition) to consolidate property lines, and accepted notice of the Nov. 4, 2025 general election and an election contract with Callahan County.
The Park Committee recommended renaming Clyde City Park to “Bulldog Community Park.” The council voted to rename the park and Brown said the city will retain ownership; an ordinance to make the change official will be presented at the next meeting.
The council adopted a resolution appointing directors to the Clyde Economic Development Corporation (EDC); Councilmember Aimee Jolly abstained because she was among the appointees. After an executive session to discuss legal and economic development matters, council authorized the mayor to sign a Letter of Intent with BLTRD LLC and BNTRD LLC and directed the city administrator to continue negotiations.
At the meeting’s financial-review segment, Councilmember Aimee Jolly asked for a more detailed inventory and purchases list for the Hanner Sports Complex. Councilmember David Mann asked what is driving event cancellations; Administrator Brown said some teams choose other venues with more amenities such as hotels and restaurants.
All motions listed in the agenda were approved; most passed unanimously on recorded votes. The meeting adjourned at 8:11 p.m.
