Athens council approves airport layout update, WWTP engineering contract and multiple city agreements

At its Dec. 22 meeting the Athens City Council unanimously approved a Garver proposal to update the Airport Layout Plan, authorized a $2,253,388 engineering services agreement for wastewater treatment plant Phase 1, and approved several MOUs and amendments including Placer.ai participation and YMCA window-screening support.
The Athens City Council on Dec. 22 unanimously approved a slate of resolutions advancing airport planning, wastewater-plant engineering and several economic- and facility-related agreements.
City Manager Elizabeth Borstad presented a Garver Engineering proposal to update the Airport Layout Plan at a proposed total cost of $317,304, funded through the Infrastructure Investment and Jobs Act with a 95% federal share and a 5% local match. The council voted to authorize the City Manager to enter into an agreement for the work; the motion passed unanimously.
The council also approved a professional services agreement with Plummer Associates, Inc. to provide permitting, design and construction-phase services for Phase 1 improvements at the West and North wastewater treatment plants in an amount not to exceed $2,253,388. Utilities Director Randy Williams had described the RFQ process that led to Plummer’s selection under Texas Water Development Board procedures. The motion to authorize the agreement carried unanimously.
Assistant City Manager Mandie Quigg briefed the council on two partnership agreements. The council authorized a memorandum of understanding with the Athens Economic Development Corporation to participate in a two-year subscription to Placer.ai, a location-intelligence platform. Under the arrangement the AEDC will reimburse 50% of the cost for two years (Year 1 total cost $12,000; AEDC share $6,000; Year 2 total $12,960; AEDC share $6,480).
Quigg also presented an MOU with the YMCA for installation of window screens at the Cain Center to reduce glare and improve pool safety. Staff solicited quotes and received one bid for $20,000; the YMCA secured $15,000 in donations and asked the city to contribute $5,000. Council approved the MOU and authorized the City Manager to execute it.
The council approved several economic-development amendments presented by Community Development Manager Donna Meredith. Amendment #1 to the AEDC performance agreement with SSS Abbasi Inc. extends eligible-expenditure and certificate-of-occupancy deadlines to Aug. 31, 2026, to account for construction delays. Council also approved Amendment #1 for the Athens Hotel Group, extending mobilization and certificate-of-occupancy target dates.
Other routine purchases authorized included replacement of the Fire Marshal’s vehicle: staff recommended accepting a TIPS quote from Elder Chrysler-Dodge-Jeep for a 2026 Dodge Ram 1500 with upfitting at $67,180.96; council approved the purchase.
All motions during the evening’s consent and resolution votes carried unanimously. Several items — including details of design contracts and project scheduling — were referred to future agendas for staff follow-up.
