Clyde council delays ordinance changing roll-off, water-tap and Community Center fees after contractor objections

Clyde — City staff presented an ordinance on Feb. 10 proposing new fees for roll-off container use, water taps and Community Center rentals. After questions from council and public comment the council voted to postpone further action and requested the items be separated for additional study.
City Attorney Eileen Hayman confirmed she prepared the ordinance language. City Administrator Rodger Brown said staff had computed costs and that sewer-tap fees roughly covered cost while water-tap fees fell short of covering city costs under the current schedule.
Local contractor Tony Held told council the proposed water-tap fees were much higher than he sees elsewhere, saying, “Abilene only charges $500.00 for a water tap.” Councilmembers expressed a desire for more research and clearer fee breakdowns; Councilmember Steele asked staff to provide an amended ordinance for review. A motion by Councilmember Mann to postpone and split the three fees into individual ordinances carried unanimously.
Council did not adopt any fee increases on Feb. 10; staff was directed to present separate ordinances detailing each fee and the city’s cost calculations.
