County awards contract for Local Health Assessment using grant funds

Josephine County's Public Health division presented a contract to complete the County's Local Health Assessment, a required deliverable for the Public Health Modernization Grant. Michael Derossett told the Board that the assessment will evaluate community health needs, demographic trends, and service gaps and will account for an aging population, a higher veteran share, increasing Hispanic/Latino diversity, and rising disability rates.
Derossett said the chosen contractor (Exhibit A) aligns with Public Health Accreditation Board (PHAB) standards, which may help the County toward future accreditation. He confirmed the assessment is fully covered by grant resources and requires no additional county funds; the Oregon Health Authority has granted an extension on the timeline and the assessment is expected to be completed by mid‑year.
Commissioner Colene Martin moved to approve the contract (Exhibit A) and Commissioner Gary Richardson seconded; the Board voted 3‑0 to approve. Staff will begin the contracted work and return results and any recommended follow-up to the Board.
