Board forwards two ABM HVAC/energy contract options to county supervisors for funding consideration

The Franklin County School Board voted to forward two phase-1 contract options from ABM — one covering HVAC and boiler replacement at Liam Wade and a second that adds identified energy-efficiency measures — to the Franklin County Board of Supervisors for funding consideration, with the superintendent authorized to execute only the option the supervisors fund.
A staff representative told the board that ABM had agreed to address concerns raised during prior reviews: the company accepted liquidated-damages language negotiated by the district's attorney and agreed to reduce its mobilization fee from 30% to 25%. "The primary concerns have been expressed in these revised contracts, and we would recommend approval so that the Board of Supervisors can take them under consideration," a staff member said. The recommendation was to forward both options so the county supervisors could choose which one to fund.
Board members asked about asbestos risk if work encountered hazardous materials. An ABM representative said most of the scheduled work is rooftop HVAC work and that boiler-room asbestos in the areas to be worked on had already been abated. "Asbestos — right — but we have most of the work we're doing is on the roof with regard to the HVAC, so there's really no worries of asbestos up there," the ABM representative said. The representative added that if asbestos were found, work would stop until the issue was resolved.
Chair read a motion sending the two ABM options to the Board of Supervisors for consideration and clarifying that if the supervisors appropriate funds for only one option, the superintendent is authorized to execute only the funded option and the other would have no effect. The motion was seconded and approved by roll-call vote; the clerk recorded affirmative votes from the present members.
Staff said their preference was to complete the fuller package because most energy savings would be realized with the broader scope, and ABM confirmed it would attend the supervisors' meeting to answer questions and, if the supervisors approve, to receive a notice to proceed with a target March 20 start date associated with supervisors' action.
The board adjourned after the vote; the ABM representative and staff will follow up with the supervisors' office and provide any requested construction drawings and further documentation.
