Council approves weekly Brooklyn Arts social district on six‑month trial, 5–2

The Wilmington City Council voted 5–2 to allow the Brooklyn Arts District Collective to operate a social district weekly on Saturdays from 12 p.m. to 5 p.m. on a six‑month trial.
Deputy City Manager Tom Moten presented the request and said the advisory committee and staff recommended the extension for April through October so officials could assess impacts during peak tourist season. "We collect crime data reports, parking data and other metrics," Moten said, and noted the collective would continue to cover augmented trash removal and other services required beyond the city’s baseline.
Councilmember Santaguida asked how the six‑month trial will be evaluated; Moten said the advisory committee meets quarterly and that a meeting after Labor Day could allow staff to report back to a Monday meeting. Councilmember Joyner and others highlighted pilot results: over 12 days there were 13 parking citations and 14 calls for service, chiefly nuisance calls, with no major crimes recorded and no notable trash or occupancy problems, Moten said.
The ordinance passed 5–2; council also waived the second reading unanimously. Staff will monitor the pilot, collect data for quarterly review, and has the authority to suspend the district immediately if problems arise.
