Haley Hopkins, the city’s long‑range planner, told council the vacant 0.349‑acre site is currently zoned MH (manufactured housing) and that staff finds the request to rezone the parcel to R‑15 consistent with the Create Wilmington Comprehensive Plan. Hopkins said the Planning Commission recommended approval 6–0 and staff received no public comments in support or opposition. "Staff finds the request to be reasonable, in the public interest, and consistent with the relevant policies," Hopkins said.
Applicant Cindy Wolf told council the neighborhood’s lot sizes were originally consistent with R‑15 and that the manufactured home on the parcel was removed in 2025. "We believe that the R‑15 rezoning is consistent, reasonable, and in the public interest," Wolf said, adding the change would allow higher‑quality construction and better neighborhood character.
Councilmember Lau and Councilmember Andrews both voiced support, noting they could not recall recent rezoning requests to R‑15. Mayor Pro Tem Tom Spears made the motion to approve; Councilmember Andrews seconded. The council voted unanimously to approve the rezoning on first reading, and later waived the second reading, finalizing the action at the same meeting.
The rezoning will permit detached single‑family dwellings and accessory dwelling units on the site; staff noted the block sits about a 5‑minute walk from the Military Cutoff multi‑use path and near recent mixed‑use development. The city will record the ordinance and proceed with the usual permitting process for development.
