Athens updates utility projects: hydrant testing (770), sewer replacement complete, TWDB approves Phase 1 for wastewater improvements

At the Sept. 22 meeting, Utilities Director Randy Williams and City Manager Elizabeth Borstad updated the council on several ongoing utility and infrastructure projects.
Williams reported work on the city’s asset management/work-order software (implementation underway), completion of fire hydrant flow testing covering 770 hydrants, completion of the Pinkerton sanitary sewer replacement, progress on a bulk-water station, and generator projects. Borstad and staff noted three outstanding Hazard Mitigation Grant Program (HMGP) grants are in design with consultant KSA, and that the Texas Water Development Board approved Phase 1 of wastewater treatment plant improvements on Sept. 18. City staff said they will meet with financial advisors regarding revenue bonds to fund the wastewater project.
A public meeting for the Resilient Communities Program grant is scheduled for Oct. 16 at The Texan. No votes were required for these informational updates; city staff indicated next procedural steps include meeting with financial advisors and further design work for grant-funded projects.
