Under N.C. Gen. Stat. 160A-269, a qualifying higher bid must increase the existing offer by a specified threshold (10% of the first $1,000, 5% of the remainder) and be accompanied by a five-percent deposit. If no qualifying bids are received after notice, staff will proceed to finalize conveyance to the offeror; if upset bids are received, the board will accept or reject the final high bid.
The resolution declaring the property surplus and authorizing the upset-bid procedure was adopted as part of the consent agenda and carried unanimously.
Next steps include publication of the notice and acceptance of any timely upset bids; the county requires cash or certified funds from the successful bidder at closing.
