Athens council approves grant applications, contracts and event permits in routine business

Public-safety: Chief Chad Allen asked the council to authorize submission and signatory rights for an Office of the Governor Rifle-Resistant Body Armor Grant (FY2027) to purchase roughly $40,000 of rifle-resistant strike-plate armor compatible with officers' existing systems; council approved the resolution.
Utilities: Utilities Director Randy Williams recommended awarding IFB26-6202 for water-treatment-plant sludge removal to Denali Water Solutions, LLC for $85,000 to clean lagoons 1 and 2; council authorized the contract.
Economic development and hotels: Assistant City Manager Mandie Quigg presented a Chapter 380 agreement with RAJCHANDRA, LLC (Super 8 by Wyndham) for owner-funded renovations (project cost up to $141,732) under the Hotel Capital Investment Program; the agreement allows rebates up to 50% of eligible costs (calculated eligible rebate approximately $71,000) subject to program caps and compliance; council authorized the City Manager to execute the agreement.
Parks and recreation: Community Development Manager Donna Meredith presented a grant to Henderson County Girls Softball Association to install a 4-ton HVAC unit and necessary electrical work at the Cain Park concession/restroom facility (total cost $11,917.66; HCGSA contribution $5,000; EDC contribution $6,917.66); council approved the resolution. Meredith said the unit will likely increase electrical costs by about $200–$300 per month.
Events and permitting: City Planner Ronda Cockerham presented a temporary-use permit for the Athens Farmers Market to occur on the 100 block of West Tyler Street May–October on Saturdays, with required insurance, barricades and restroom arrangements; council also approved three pop-up market dates (Feb. 21, Mar. 21, Apr. 18). Staff will track overtime used for barricade setup and consider charging market organizers per the city's fee schedule.
