The council authorized the City Manager to execute a Memorandum of Understanding with the Texas Music Office (Office of the Governor) to secure a music-friendly designation intended to protect local venues and promote artists. Darin Hamm, Tourism and Marketing Manager, described the effort as the final step in becoming a music-friendly city.
On finance operations, Finance Director Sarah Smith said the city solicited proposals for bank depository services (RFP 26-1401) and received three responses; staff ranked Prosperity Bank highest and recommended a three-year contract with the option for two one-year renewals. The council approved the award; Ms. Smith said the proposal offers 1% interest earnings on balances and requires no minimum balance.
Utilities Director Randy Williams presented two items affecting water operations. The council approved an increase to FDC Construction's annual funding from $150,000 to $236,073.60 to construct a reinforced-concrete access drive to the bulk water station (the additional construction cost is $86,073.60), and approved a professional-services agreement with Plummer Associates, Inc. to conduct a comprehensive Water Treatment Plant evaluation to identify rehabilitation, replacement and regulatory-driven improvements and provide preliminary cost ranges for CIP planning.
Each resolution passed on unanimous voice votes. Councilmembers recorded no dissenting motions or abstentions during the votes.
Resolutions approved at the meeting will be implemented through the City Manager's office; budgetary and contract documents will be executed as authorized.
