District staff updated the Ector County Independent School District board on April 21 on the status of major Bond 2023 construction projects, sharing time-lapse video and photos that staff said show steady progress across new campuses and renovation work.
The presentation highlighted the Atlas Career and Technical Education Center, where staff reported active structural steel, slab placement, masonry and mechanical, electrical and plumbing work. “We worked really hard … to reduce the guaranteed maximum price down to approximately 83,000,000,” the facilities presenter said, describing collaboration with Gallagher Construction, the construction manager and PEK Architects.
Staff provided target completion windows for several projects: the presenter said one campus is expected to be completed by June–July 2026 and estimated early-to-mid 2027 for the Atlas CTE Center while acknowledging possible one- to two-month delays. The update also covered a Transition Learning Center, JROTC facility, agricultural farm infrastructure and punch-list work on campus roofs.
Finance staff reported that total bond spending to date was $71,267,320 and that remaining bond availability was $131,370,111. The board was told most recent invoicing activity is tied to middle-school projects and priority 1 and 2 items.
The board did not take separate action on the majority of the project update; staff requested a related contract amendment later in the meeting for the Permian High auditorium design agreement to reflect actual construction costs as bids and guaranteed maximum-price figures were finalized.
The board moved on to the next agenda items after the presentation.
