The chair called for a roll-call vote; the motion failed and the chair announced the motion did not pass. Council member McAllen was absent for the vote.
Because this was a workshop, council members emphasized that the assembly could not take final action on the matter at that time and that any direction to staff or a closure to executive session would need proper notice. The clerk conducted the roll call and announced the motion failed. The council then proceeded with the published workshop agenda.
The council did not take further public action on the ferry-service negotiations during the workshop.
