The Meadow Planning and Zoning Commission voted to approve a revised subdivision ordinance and forward the draft to the town council for public hearing and legal review.
Chair (S1) moved "I make a motion to approve the subdivision ordinances with the 3 changes, which are adding a concept or a definition of the concept plan, adding a sentence to 10 dash 9 dash 8 part b about having an appointee with experience, and then 10 dash 4 dash 2 g add a third point about the here in the side appeals to subdivision and decisions appointed applying to this title." A committee member seconded the motion and members adopted it by voice vote.
Why it matters: the changes clarify which land-use matters the appeals body can decide, ask that appointees to the administrative land-use authority have prior planning and zoning experience, and add a definition for the concept plan to guide future applications. Commission members said the definition will be drafted from other municipal or state code language and included in the version sent to the town council rather than invented on the spot.
What the commission approved: the commission identified three edits before sending the draft forward: a written definition for the "concept plan" concept; insertion of language in Section 10-9-8(b) requiring that an appointee to the administrative land-use authority have prior planning and zoning experience; and an addition to Section 10-4-2(g) giving the appeals group explicit authority to hear and decide subdivision-related appeals.
Next steps: the commission agreed the draft, with those three changes, will be submitted to the town council for its public hearing and, if the council does not request additional changes, the town attorney will be asked to review the ordinance for legal sufficiency before final action. Members noted the public will have access to the final draft prior to the town council hearing.
Process notes: the transcript records a voice vote in favor of forwarding the draft but does not include a roll-call tally by name. The commission discussed whether to use mandatory language ("shall") for the appointee experience requirement and settled on including guidance that the town council should seek qualified candidates.
