Crawford County commissioners approve museum grants, adopt travel policy and set ARPA work session

County Counselor Jim Emerson presented a plan to split historical museum funding so that both the county and the Convention & Visitors Bureau would each provide $12,500 to Crawford County Historical Museum, Miner's Hall Museum Foundation, and Friends of Historic Girard/Museum of Crawford County; the county also authorized paying $7,500 to Heritage Hall Museum with the minutes noting an additional $5,000 from Operating Reserves to reach that museum's $12,500 total. The board approved the motion (26-184) on a 3-0 vote.
County Clerk Lisa Lusker presented the March 2026 Clerk's Report, which the board approved on a roll-call vote (motion 26-183). Lusker and County Counselor Emerson discussed changes in state law affecting Revenue Neutral Rate notices and noted the county historically received roughly $20,000 in reimbursement for those notices; the minutes record that no new reimbursement funding appears available, which could increase county costs.
Emerson also introduced a revised travel policy that incorporates grant-compatibility language and uses per-diem travel rates rather than receipt forms. Commissioners adopted Resolution #2026-014 on motion (26-185) by Commissioner Bruce Blair, seconded by Commissioner Tom Moody; the minutes record a unanimous vote (Blair, Moody, Wood).
Commissioner Tom Moody updated the board on a Highway 160 nuisance cleanup that began that morning at 7:30 AM; by 9:50 AM crews had hauled eight truckloads of tires and two dumpsters of trash and he said the work is likely to take two days. Commissioners discussed asphalting schedules and the cost tradeoffs of seeking paving services in Carthage.
On a procedural motion (26-186) the board recessed into a 15-minute executive session at 10:59 AM to consult with legal counsel on budget matters and reconvened at 11:13 AM with no action taken. The meeting adjourned at 11:15 AM.
