Summary
The Lapeer County Personnel Committee recommended multiple personnel and policy actions to the full Board, including wage increases for Parks seasonal staff, creation of a Seasonal Shift Leader, a contingent hire for the Health Department, temporary transfer of the Seniors Program to Administration, approval of a revised building‑closure policy, and tentative contract extensions for POLC Unit A and POAM Unit B.
At its Feb. 12 meeting, the Lapeer County Personnel Committee approved a slate of personnel actions and policies and recommended them to the full Board of Commissioners.
Buildings & Grounds and Parks Director JT Anderson and Support Services Manager Jillian Clark asked the committee to raise pay for Seasonal Concession/Pool Attendant positions from $12.50 to $13.75 per hour and for Seasonal Maintenance from $13.00 to $14.50 per hour. The committee voted unanimously to recommend both increases, to be paid from within the department’s budget line 208‑756‑705.000. Anderson and Clark also proposed creating one Seasonal Shift Leader position at $17.00 per hour to improve recruitment; the committee approved creating and filling that position and to leave the Assistant Manager role vacant while the new classification is tested.
Health Director Jim Henry and Nursing Director Toni LaRocco asked to create a Non‑Registered Dietician position (Pay Grade 18) to meet program needs after a retirement; the committee approved hiring a candidate contingent upon obtaining Registered Dietician credentials within one year, at which point the employee would move to Pay Grade 19, and contingent on a mutual Letter of Agreement with AFSCME Michigan 925.
County Administrator/Controller Moses Sanzo told the committee he intends to temporarily place the Seniors Programs Department under Administration while developing a transition plan toward standalone status; the committee gave Administration and HR authority to proceed with the transfer contingent on restructuring plans and union meetings.
Sanzo also reviewed the county’s Dec. 26 closure for inclement weather and, after discussion with labor counsel, the committee approved a revised Lapeer County Building Closure Policy with agreed language changes. The committee presented tentative agreement extensions ratified with POLC Unit A (Command) and POAM Unit B (Deputies) covering Jan. 1–Dec. 31, 2026. Both extensions were recommended to the full Board; the POLC and POAM motions passed in the committee with roll call votes (Wise and Haggadone voting aye; Howell voting nay). Finally, HR Director Natasha Kugler presented a Workplace Relationship Policy establishing disclosure and mitigation steps; the committee approved it effective immediately.
Votes at a glance: all personnel motions except the two tentative agreement motions passed unanimously in committee. The two tentative agreement extensions for sheriff units passed the committee by roll call (2 ayes, 1 nay).
What’s next: All recommendations will be forwarded to the Board of Commissioners for final action. The committee adjourned at 12:36 p.m.
