Committee backs new Facility & Capital Projects Supervisor for Building & Grounds

The Personnel Committee voted to recommend creating a full-time Facility & Capital Projects Supervisor (Pay Grade 18) in Building & Grounds/Parks to support ARPA project completion and county facility maintenance; the department said it may negotiate starting step if needed.
The Lapeer County Personnel Committee on March 17 recommended that the Board amend the Table of Organization to create a full-time Facility & Capital Projects Supervisor in the Building & Grounds/Parks Department (position #TBD, Pay Grade 18).
JT Anderson, Buildings & Grounds/Parks Director, and Jillian Clark, Support Services Manager, told the committee the position would assist with several ongoing ARPA-funded projects that must be completed by the end of 2026, support HVAC and preventative maintenance across county facilities, manage vendors and contracts, and handle on-call needs. Anderson said the department took over county lawn and snow removal in 2020 rather than contracting those services and that having in-house staff can avoid contractor-related problems.
County Administrator Moses Sanzo suggested making the position a one-year trial and reviewing progress after one year. Commissioners Brad Haggadone and Gary Howell said they did not feel a one-year limit was necessary. The department said it may negotiate up to Step 1 of the pay scale to recruit the right candidate.
Commissioner Gary Howell moved to recommend creating and hiring the position and to approve the related job description; Commissioner Greg Wise supported the motion, which carried unanimously. The committee’s recommendation will be forwarded to the Full Board for final action.
