Personnel panel backs internal appointment to fill Friend of the Court vacancy

The Lapeer County Personnel Committee on March 17 recommended that the courts fill an upcoming Friend of the Court vacancy (#198) with an internal candidate at Pay Grade PA3, Step 4. Emil Joseph and Judge Michael Nolan told the committee that Joseph will be leaving the county on April 3, 2026, and asked for the Attorney Referee to be appointed to the post.
"Mr. Joseph will be leaving the County on April 3rd," committee materials state; Joseph also said the requested Step 4 placement reflects the candidate’s experience and that the rate is already budgeted. Committee members asked brief questions about the transition and the pay placement.
Commissioner Greg Wise moved to recommend the appointment to the Full Board; Commissioner Gary Howell supported the motion, which passed unanimously. Commissioners Brad Haggadone, Greg Wise and Gary Howell were present for the vote. The committee’s recommendation notes the hire would be made "at no additional cost to the County’s General Fund."
The recommendation will be forwarded to the Full Board for final action. No further details on the identity of the internal candidate were recorded in the committee minutes.
