Council roll call recorded Council members Martis and Macias, Vice Mayor Sanabria and Mayor Martinez voting yes and the motion carried 4–0.
Staff said public works will return with specific contract award recommendations in a subsequent meeting; the amendment itself reallocates the funds within the city’s HUD reporting and authorization process.
