Treasurer flags $30,000 misposted revenue; council reviews draft budget and sidewalk priorities

Treasurer Heather told the Cleveland Town Council on April 9 that an entry of $30,000 from a prior year had been placed in the current budget in error and must be removed. "I need to take that out of the budget, $30,000, because I got that in revenue," Heather said, explaining that the amount was part of last fiscal year's revenue and not new income for the coming year.
Heather presented an early draft of the 2026—17 budget and said the draft remains tentative pending council direction on capital projects. Members discussed reusing unspent sidewalk money (the town budgeted $50,000 last year but used roughly $24,000), whether to reauthorize similar sidewalk allocations, and the timing required for advertising and soliciting bids. The council also reviewed pending grant applications (a pickleball court grant) and parking/park facility projects that will influence final priorities.
Separately, the council reviewed the history of a small utility fee increase (July 2016) that added $3 to water bills; Heather noted the fee's intended purpose has largely covered dumpsters but not the rising costs of dumpster service. The council approved a motion to pay the town's bills at the meeting by voice vote.
Councilors asked staff to adjust the draft budget to remove the misposted $30,000, bring refined sidewalk project scopes and bids, and return with a revised budget for future meetings.
