Council introduces organic-waste ordinance and adopts updated records-retention schedule

The Huntington Park City Council on Feb. 24 introduced Ordinance 2026-05 to amend the municipal code and align the city with California’s mandatory organic-waste disposal requirements. Staff described the ordinance as a cleanup item that does not change existing trash-hauler contracts but adds clarifying language and requires public outreach on food-waste and green-waste disposal.
Councilmembers asked for robust resident education and suggested leveraging community events such as the art walk and holiday parade for outreach. Staff said the city will re-establish a recycling coordinator position to help with outreach and may distribute updated flyers and household compost containers as part of implementation.
Separately, the council adopted an updated records-retention resolution that revises retention schedules to reflect 2026 law changes and allows departments to digitize documents if stored securely. Staff said digitization will reduce physical storage needs and that retention periods will vary by document type (some permanent, some 2–7 years). The measure passed on roll call.
On a separate procurement matter, council discussed a previously tabled police towing-services RFP. Rather than removing the item from the table for immediate action, the council voted to leave it on the table and schedule a study session to examine options and any procurement or RFP issues before returning with a recommendation.
Votes at a glance: the consent calendar, the ordinance introduction (waiving full reading) and the records-retention resolution all passed on roll call; the towing-services item was left on the table pending a study session.
