Diamond Bar council previews CDBG budget, recommends home-improvement and curb-ramp allocations

Community Development Director Greg Gutman presented the city's proposed Community Development Block Grant (CDBG) budget for fiscal year 2026 during the Jan. 20 council meeting, recommending continued funding for the Home Improvement Program and increased allocations for curb-ramp upgrades in Area 7.
Gutman said Diamond Bar is one of 48 Los Angeles County cities that receives CDBG funds through the county development authority. For the current fiscal-year recap, Gutman reported total newly allocated funds plus prior-year carryover of $387,191. For the upcoming fiscal year, staff used an estimated allocation of $252,371 from the LA County Development Authority (final allocations typically arrive in late February) and combined that with prior-year unspent funds ($123,195) to show an estimated available total of $375,566.
Staff recommended allocating $210,000 to the Home Improvement Program (which offers 0% interest deferred loans up to $37,000 for eligible low- and moderate-income homeowners) and increasing the Area 7 curb-ramp allocation to $165,566 so additional intersections can be upgraded. Gutman identified eight curb-ramp locations for possible prioritization in Area 7.
Councilmembers asked whether senior clubs and other services would be left without funding after recent federal changes. Gutman said the current shortfall for senior programming this fiscal year was backfilled from the general fund and that future appropriations would be addressed through the normal budget process. With no public testimony on the item, the council moved and approved the recommended CDBG allocations (roll-call vote recorded; Mayor Pro Tem absent).
