Oglesby council approves routine bills and payroll, hears grant and event updates, and enters executive session

The Oglesby City Council completed a slate of routine business and received several community updates in a meeting that included unanimous votes on minutes, bills and payroll and a motion to enter executive session.
For agenda item 5, a commissioner moved to approve meeting minutes and then amended the motion to approve minutes from Nov. 3, 2025; the amendment was accepted and the motion passed on roll call. The council approved bills presented for payment in the amount of $125,463.15 after a brief question about a missing page for Heartland Bank credit card statements. Council also approved payroll for 10/24/2025 in the amount of $89,766.29; both measures passed unanimously.
Commissioner Cullinan said the city received a $9,126 grant through the Illinois Public Risk Fund to help offset an estimated approximately $10,000 annual cyber liability insurance cost and noted the city’s audit did not reveal major issues; a representative from the auditor Hopkins and Associates is expected at a future meeting to present findings. Cullinan also said the mayor and city treasurer discussed the upcoming tax levy and that the tax rate may fall due to an increase in equalized assessed value.
Commissioner Moyle recognized longtime Oglesby Ambulance paramedic Kevin Eubank for more than 30 years of service. The council also received public-works updates on leaf pickup extensions, wastewater treatment plant scheduling and bridge work related to the turkey trot; the Chair warned the turkey trot will close the bridge to most traffic from 8 a.m. to noon on event day.
A motion to enter executive session citing personnel, purchase/lease of public property, and collective negotiating matters under the Illinois Open Meetings Act was made and passed on roll call; the Chair stated there was no planned action after the executive session. The meeting returned to open session and the council unanimously voted to adjourn.
